The new director general aims to restore trust and modernize the institution.
Haiti’s National Old-Age Insurance Office (ONA) officially installed its new Director General, Lovely François, on Tuesday, during a ceremony attended by government officials, institutional partners, and members of the press.
She succeeds Ronald Bazile, who had been in office since February 2025, marking the beginning of a new phase in the management of one of the country’s key social security institutions.
The ceremony brought together several high-level figures, including representatives from the Prime Minister’s Office, the CAOSS, Chief of Staff Guichard Doré, as well as government officials such as Minister of Planning and External Cooperation Sandra Paulemon and Minister of Public Health Sinal Bertrand.
In her inaugural speech, François outlined her priorities, placing strong emphasis on governance. “This trust honors me, but above all, it obliges me to act with rigor, transparency, and results, in the exclusive service of Haitian contributors and retirees,” she stated.
She highlighted the central role of the institution in social protection. “ONA is not an institution like any other. It is a pillar of social protection, a guarantor of workers’ dignity, and a symbol of the social contract between the State and its citizens,” she added.
As part of her agenda, François announced an initial assessment phase to be conducted at the start of her tenure, aimed at strengthening transparency and addressing any areas of opacity. She also pledged to improve services provided to contributors and to strengthen existing programs, including “ONA Police” and “ONA Fanm.”
Social inclusion, digitalization of services, and improved career management for employees are among the key priorities of this new leadership. The first 100 days of her mandate will focus on a comprehensive diagnostic to lay the foundation for long-term institutional transformation.
For his part, outgoing Director General Ronald Bazile, whose remarks were delivered by ONA’s communications officer Harry Johny Juste, highlighted several initiatives undertaken during his tenure, including the development of the “ONA Kredi Espwa” program and efforts to modernize the institution. He also announced that ONA will be honored on March 26 in Brazil.
Speaking on behalf of the government, Minister Sandra Paulemon praised the progress achieved while underscoring the challenges ahead. She stressed the need to transform ONA to better meet citizens’ expectations, with a focus on competence, renewal, and results.
