Haiti’s Provisional Electoral Council outlines mandatory requirements for political parties and coalitions under the December 1, 2025 Electoral Decree.

Haiti’s Provisional Electoral Council (CEP) has officially announced the opening of the registration period for political parties, groupings, and coalitions from March 2 to March 12, 2026.

The process is conducted pursuant to Article 143 of the Electoral Decree dated December 1, 2025, which establishes the administrative requirements for political entities wishing to participate in the 2026 electoral process.

Official representatives are required to submit their applications at the CEP central office, located at 72 Rue Stephen Archer, Pétion-Ville, between 9:00 a.m. and 4:00 p.m., along with all required documentation.

 

Required Documents – Political Parties

Under Article 143 of the Electoral Decree, political parties must submit:
1. Notarized deed of incorporation of the political party.
2. Official act of recognition of the political party.
3. Party statutes.
4. Minutes of the most recent general assembly or congress designating the party’s executive board.
5. If the official representative is unavailable, a notarized mandate authorizing a representative to register the party.
6. Correspondence from the Ministry of Justice confirming the party’s registration.
7. Official party acronym.
8. Party emblem (logo) in color.
9. Color copy of the valid National Identification Card (CIN) of the official representative or authorized delegate.
10. A CD or virus-free USB drive containing the party logo in JPEG or PNG format.

 

Required Documents – Party Groupings or Coalitions

Political groupings or coalitions must provide:
1. Notarized deed of incorporation of the grouping or coalition, including statutes and objectives.
2. List of member parties signatory to a notarized agreement.
3. Notarized document confirming agreement on the use of a single emblem for the coalition.
4. Minutes of the most recent assembly or congress of each member party designating its executive board.
5. Correspondence from the Ministry of Justice confirming the registration of each member party.
6. Official act of recognition for each party forming the grouping.
7. If the official representative is unavailable, a notarized mandate authorizing a representative to register the coalition.
8. Official acronym of the grouping or coalition.
9. Coalition emblem (logo) in color.
10. Color copy of the valid National Identification Card (CIN) of the official representative or delegate.
11. A CD or virus-free USB drive containing the coalition logo in JPEG or PNG format.

The registration process constitutes a mandatory step for political entities seeking participation in the upcoming elections organized within the framework of Haiti’s political transition.

In its statement, the CEP reaffirmed its commitment to conducting an “inclusive, impartial, independent and transparent” electoral process.
