NEW YORK — Florida resident and former Mineola, New York, resident Marc Henry Menard was arrested and indicted for allegedly defrauding members of the Haitian community in New York, Florida, and Georgia of more than $600,000, Attorney General Letitia James announced Monday.

Menard—who was not registered to sell securities—is accused of orchestrating a three-year investment fraud scheme through his company, Marcotech LLC, from July 2020 to June 2023. He allegedly promised returns of 12% to 20% per month, solicited investors in Haitian communities across multiple states, and misappropriated their funds for personal trading—with losses over $670,000—as well as lavish travel and designer spending.

He allegedly financed trips to Turkey, Puerto Rico, and Disney World, purchased a 2021 Mercedes‑Benz and a 2022 BMW, and shopped at Louis Vuitton and Gucci.

“Marc Henry Menard took advantage of Haitian New Yorkers, lied to them about his experience as a successful trader, and swindled hard‑working people out of hundreds of thousands of dollars,” said James. “Now we are bringing him to justice.”

Like in previous scams, Menard allegedly used deceptive documents—fake ATM receipts and trading screenshots showing inflated account balances—to lull investors into believing in the scheme’s legitimacy.

Menard faces a 24‑count indictment, including grand larceny, securities fraud under the Martin Act, falsifying business records, and scheme to defraud. He was arrested in Sunrise, Florida, arraigned before Judge Tammy Robbins, released under travel restrictions and the surrender of his passport. If convicted of the top count, he faces up to 15 years in prison.
