The Ministry of Public Works, Transport, and Communication (MTPTC) contracted with Estrella, a Dominican construction firm, to undertake the project as part of Haiti’s post-2010 earthquake rebuilding efforts. Following are some key figures about the project scope and budget.

The airport expansion was to cover about 400 acres of land, 160 of which was to be acquired through government expropriation.

Initially estimated to be completed within two years, the new facility would feature a 3,000-meter (9,800-foot) runway and new terminal able to handle 250,000 passengers annually. 

The project budget was estimated at about $30 million. According to a Superior Court of Administrative Accounts and Litigation report: 

  • $8 million was spent mainly on feasibility studies by a Canadian private company, a grandiose inauguration by the Martelly-Lamothe government, compensation for a portion of land expropriation and minor work by Estrella.
  • As part of a broader audit on the use of PetroCaribe funds, then-Prime Minister Evans “K-Plim” Paul deallocated $5 million from the project in 2015 without detailed explanations. 

The MTPTC has not responded to a request for comment from The Haitian Times.
