How Haiti’s TPC chooses the transition Prime Minister | Timeline

PORT-AU-PRINCE — As the transitional presidential council moves forward with selecting a prime minister, there has been no shortage of questions about the process from Haitian citizens, media and other observers. Speculation about which of the candidates have made a shortlist is also rampant. 

Given the murky process, high enthusiasm from candidates and relevant questions raised, here is an overview of what’s known about the milestones and key dates for the transition government as of May 28. Stay tuned for updates as additional announcements are made or clarified.

Haitian transition milestones known so far

2024

March 11 — With Caricom mediating, Haitian political actors reach an agreement for a 9-member Transitional Presidential Council (TPC), with two of them being non-voting members 

March 16 — TPC officially formed, as decreed in the government publication, Le Moniteur

April 3 — Parties sign the March 11 agreement defining the transition period and actions to be taken, which includes the MSS (Multinational Security & Support) mission for Haiti

April 25 — The council is sworn in at the National Palace and installed at the Prime Minister’s office

April 30 — TPC selects Edgar Gardy Leblanc Fils as its president, with 4 of 7 voting members choosing him

May 13 — TPC opens applications for Prime Minister of the transition government. It says candidates:

  • Are obligated to present a letter of attestation from their supportive TPC sector or political party stating that they agree and will abide by the April 3 agreement
  • Should submit documents such as a certificate attesting they are not criminals, income tax declarations and disclosure of assets

May 17 — Candidacy submission deadline; more than 200 applications reportedly filed 

May 24 — Prime Minister candidates list was reportedly reduced to 15, then 5

May 24-28 — TPC vets remaining candidates, with five reportedly scheduled for interviews on May 28  

May 28 — TPC chooses by consensus Dr. Garry Conille as Prime Minister to lead the transitional government

2025 — No activities have yet been announced for 2025. However, the next democratic elections would have to be held that year so the transition government might hand over the reins by its expiration in early 2026.

2026 — February 7 — New permanent elected officials assume leadership
